Authorizes temporary transfers of monies from four Supreme Court revolving funds (Law Library, Supreme Court, State Judicial, and Supreme Court Administrative) to the Supreme Court Administrative Revolving Fund or Interagency Reimbursement Fund until June 30, 2015, to perform court duties.

Establishes the Lengthy Trial Fund to provide wage replacement or supplementation to jurors serving more than 10 days, funded by a $10 fee collected from attorneys filing civil cases.

Allows courts to pay up to $200 per day in replacement wages beginning on day 11 of jury service, and up to $50 per day for days 4-10 if significant financial hardship is demonstrated.

Exempts government attorneys, pro se litigants, small claims cases, and certain cases (social security disability, child custody/support, in forma pauperis) from the Lengthy Trial Fund fee.

Declares an emergency, making the act effective immediately upon passage and approval.
