Transfers unimproved real property of the Native American Cultural and Educational Authority to Oklahoma City upon execution of an agreement, with lease revenues supporting the American Indian Cultural Center and Museum (AICCM) operations.

Terminates the Native American Cultural and Educational Authority no later than July 1, 2020 or when AICCM opens to the public, with functions and assets transferring to the American Indian Cultural Center and Museum Trust Authority (AICCMTA).

Authorizes Oklahoma Capitol Improvement Authority to issue up to $25,000,000 in bonds for AICCM completion, repayable through lease payments after the Authority's termination.

Requires Oklahoma City to pay $9,000,000 to the AICCM Completion Fund and remit 50% of revenues exceeding $7,000,000 annually to the state (up to $25,000,000 total) from admissions, merchandise, events, food/beverage sales, and property leases.

Creates three revolving funds: AICCM Completion Fund (for donations/contributions), Postcompletion Revolving Fund (for debt service), and AICCMTA as a public trust to hold AICCM property until transfer to Oklahoma City within five years after all bonds are retired.
