Office of Juvenile Affairs must budget $98,999,033 in appropriations and $119,598,664 total across seven categories for fiscal year ending June 30, 2016, with largest allocations to Nonresidential Services ($43.2M appropriation) and Residential Services ($26.3M appropriation)

Agency shall develop outcome-based performance measures for each budget category

Director authorized one additional FTE attorney position in addition to General Counsel, with employee duties and compensation to be set by the Director
