Office of Management and Enterprise Services shall transfer monies between federal and revolving funds of the Department of Mental Health and Substance Abuse Services as requested by the department to facilitate cash management.

Unanticipated federal funds awarded to the Department of Mental Health and Substance Abuse Services after July 1, 2015, are exempt from expenditure and budgetary limitations, except funds used for operations must be included in the agency's budget work program.

The Commissioner may request early transfer of tax collections to the General Revenue Fund through the Director of the Office of Management and Enterprise Services to alleviate cash-flow problems.

Appropriations from Enrolled House Bill No. 2242 may be budgeted for fiscal year 2016 or 2017 but not both simultaneously, with specific encumbrance and expenditure deadlines (November 15 of each year).

Unexpended FY-16 funds not required for obligations may be re-budgeted for FY-17 after agency submission and Office of Management and Enterprise Services approval of a budget work program revision.
