Amends 53 O.S. 2011, Section 174 to modify how the Oklahoma Arts Council may use incentive grant funding for visual arts programs in schools.

Changes authorized uses of grant funding to support visual arts programs in underserved schools or pay salary costs of certified art teachers, removing previous language about startup costs.

Requires legislative appropriations for the incentive grant program to be matched with funding from the Council, school districts, nonprofit or for-profit organizations, governmental entities, foundations, corporations, or individuals.

Directs matching funding raised by the Council to be deposited in the Oklahoma Arts Council Arts Education Revolving Fund created in Section 175, with option to match designated funding with monies from that fund.

Becomes effective July 1, 2015, with an emergency clause allowing the act to take effect immediately upon passage and approval.
