HCR1010 Summary

• Requests the State Auditor and Inspector to conduct a performance audit of the Oklahoma Tax Commission and/or Oklahoma Department of Commerce regarding five economic development incentive programs: Oklahoma Quality Jobs Program Act, Saving Quality Jobs Act, Former Military Facility Development Act, Small Employer Quality Jobs Incentive Act, and 21st Century Quality Jobs Incentive Act.

• Audit shall analyze methods used to compute incentive payments, time periods for payment disbursement, total number of jobs created or saved, and other matters deemed relevant by the State Auditor and Inspector.

• Notes that incentive payments under these programs have accumulated to hundreds of millions of dollars over the past 20 years.

• Directs copies of the resolution be distributed to the State Auditor and Inspector, Oklahoma Tax Commission, and Oklahoma Department of Commerce.
