Directs the Department of Human Services to implement a waiting list for Developmental Disabilities Services Division waiver services based on a Prioritization of Need (PON) ranking instead of application date.

Requires the PON system to account for the age of the applicant, age of the caregiver, medical condition of the caregiver, and significant life events.

Addresses Oklahoma's waiting list of approximately 7,000 men, women, and children with intellectual disabilities requesting waiver services.

Implements recommendations from the Governor's Blue Ribbon Panel for Developmental Disabilities, which sunset on April 1, 2015, to prioritize need-based service allocation over first-come, first-served criteria.

Directs distribution of the resolution to the Director of the Department of Human Services.
