Directs the Secretary of State to refer a proposed amendment to Section 26 of Article II of the Oklahoma Constitution to voters for approval or rejection

Amends the constitutional right to keep and bear arms by adding a definition specifying that "arms" means rifles, shotguns, handguns, and nonlethal weapons

Maintains existing language protecting the right to keep and bear arms in defense of home, person, property, or in aid of the civil power when legally summoned

Preserves the Legislature's authority to regulate the carrying of weapons

Requires the Chief Clerk of the House to file copies of the resolution with the Secretary of State and Attorney General immediately after passage
