Directs the Secretary of State to refer a proposed amendment to Section 21 of Article X of the Oklahoma Constitution to voters for approval or rejection.

Amends the State Board of Equalization membership to clarify current composition: Governor, State Auditor and Inspector, State Treasurer, Lieutenant Governor, Attorney General, Superintendent of Public Instruction, and President of the Board of Agriculture.

Establishes that if the offices of State Examiner and Inspector and State Auditor are consolidated into the State Auditor and Inspector position, the Superintendent of Public Instruction shall be added as a board member; if not consolidated, membership remains unchanged without the Superintendent.

Sets the ballot title to inform voters that the measure removes outdated references to a previously voter-approved state question and clarifies the Board of Equalization's membership.

Requires the Chief Clerk of the House of Representatives to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
