Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters that modifies Section 17A of Article V regarding legislative term limits.

Increases the term limit for legislators elected for the first time in 2018 or later from 12 years to 16 years.

Maintains the existing 12-year term limit for all other legislators elected before 2018.

Clarifies that years of service in both the Senate and House are combined when calculating total legislative service, and years served filling vacancies do not count toward term limits.

The Chief Clerk of the House must file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
