Directs Secretary of State to refer proposed amendments to Article V Sections 11A-11E of Oklahoma Constitution to voters for approval or rejection.

Transfers legislative apportionment responsibility from the Legislature to a Bipartisan Commission on Legislative Apportionment appointed by the Chief Justice of the Supreme Court, with apportionment to occur within 90 legislative days after each Federal Decennial Census.

Restructures commission composition to be determined by the Chief Justice with equal representation between political parties, replacing the previous structure that included the Lieutenant Governor and appointments from legislative leadership and the Governor.

Requires apportionment orders to be signed by a majority of commission members and filed with the Secretary of State and Supreme Court within 90 days following each decennial census.

Establishes Supreme Court jurisdiction to review apportionment for compliance with population-based formula and to compel the commission to perform its duties if it fails to act timely.
