Directs Secretary of State to refer a proposed amendment to Section 26 of Article II of the Oklahoma Constitution to voters for approval or rejection.

Establishes the fundamental right of individual citizens to keep and bear arms including handguns, rifles, shotguns, knives, nonlethal defensive weapons, ammunition, and components for security, self-defense, lawful hunting, recreation, and any other legitimate purpose.

Requires any state regulation of the right to keep and bear arms to be subject to strict scrutiny and obligates the state to uphold these rights.

Allows the Legislature to prohibit arm possession by convicted felons, those adjudicated mentally incompetent, or those involuntarily committed to mental institutions.

Prohibits laws imposing registration or special taxation on the acquisition, ownership, possession, or transfer of arms, ammunition, or components thereof.
