• Directs the Secretary of State to refer a proposed amendment to Section 21 of Article V of the Oklahoma Constitution to voters for approval or rejection.

• Sets legislative compensation equal to Oklahoma's annual state per capita personal income (excluding government employees) as determined by the United States Bureau of Economic Analysis, paid monthly.

• Requires voter approval before any increases to additional benefits including health insurance, retirement, travel reimbursement, per diem, and additional compensation for legislative leadership positions.
