Oklahoma urges Congress to propose a constitutional amendment addressing the Citizens United v. Federal Election Commission (2010) Supreme Court decision and applies for an Article V Convention limited to First Amendment issues.

Oklahoma's application counts toward the two-thirds state threshold required to call an Article V Convention for First Amendment changes and shall not be aggregated with applications on other subjects.

Oklahoma delegates are authorized only to debate and vote on amendments related to First Amendment changes; any delegate voting to allow consideration of unauthorized amendments shall be immediately recalled and replaced by an alternate.

Delegates must take an oath to uphold federal and state constitutions and not vote on unauthorized amendments, with violation constituting a misdemeanor offense.

This application constitutes a continuing application under Article V and supersedes all previous Oklahoma applications on the same subject; copies shall be distributed to Congress, Oklahoma's congressional delegation, and all state legislatures.
