OK HJR1012

Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters for approval or rejection.

Adds Section 38 to Article II of the Oklahoma Constitution to guarantee citizens and lawful residents the right to engage in farming and ranching practices.

Prohibits the Legislature from passing laws that abridge the right to employ agricultural technology and livestock production practices without a compelling state interest.

Preserves existing property rights laws related to trespass, eminent domain, mineral interests, easements, and rights of way.

Exempts any statutes or ordinances enacted prior to December 31, 2014 from modification by the new section.
