Directs the Secretary of State to refer a proposed constitutional amendment to Section 8C of Article X to Oklahoma voters for approval or rejection.

Changes the effective date of the homestead fair cash value freeze from January 1, 2005 to January 1, 2017.

Eliminates the gross household income limit restriction, allowing all homeowners age 65 and older to benefit from the fair cash value freeze regardless of income level.

Freezes the fair cash value of a homestead for property tax purposes for persons age 65 or older who own and occupy the property, with assessments of improvements added separately.

Establishes a ballot title explaining that the measure removes the income restriction from the current homestead fair cash value freeze effective January 1, 2017.
