House Joint Resolution 1017 Summary

• Creates the "Water Reclamation Study Task Force" that exists until December 31, 2015, to study water resources and management including wastewater treatment, water distribution, water law, tribal and interstate compacts, and new technologies.

• Task Force shall consist of 20 members: the Executive Director of the Oklahoma Water Resources Board, 3 Governor appointees, 5 House Speaker appointees (one from each congressional district), 5 Senate President Pro Tempore appointees (one from each congressional district), the Attorney General or designee, and 5 Secretary of State appointees who are members of federally recognized Indian tribes located in Oklahoma.

• Appointments must be made within 30 days of the resolution's effective date, with Task Force members selecting a chair and vice-chair at their first meeting and conducting an organizational meeting within 60 days.

• Task Force shall complete its study by December 31, 2015, and submit recommendations to the Governor, Speaker of the House, and President Pro Tempore of the Senate regarding water and wastewater needs and a fifty-year water resources management plan.

• Resolution becomes effective September 1, 2015, and shall not be codified in the Oklahoma Statutes.
