Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters that modifies Section 26 of Article V of the Oklahoma Constitution.

Changes the date for the Legislature's organizational session from the first Tuesday after the first Monday in January to the fifteenth day following the General Election in odd even-numbered years, beginning at twelve o'clock noon.

Limits the organizational session purposes to taking the oath of office, performing duties required by Section 5 of Article VI, and organizing under Article V provisions, with the session recessing by 5 p.m. that day until the following first Monday in February.

Regular legislative sessions continue to meet on the first Monday in February of each year and adjourn sine die not later than 5 p.m. on the last Friday in May.

Establishes a ballot title explaining that the measure consolidates the Legislature's post-election meetings from two separate sessions (November and January) into a single organizational meeting.
