Amends 21 O.S. Section 1277 to clarify prohibited places for carrying handguns with a valid handgun license, including government buildings, courthouses, prisons, schools, sports arenas, and pari-mutuel wagering locations.

Excludes parking areas and adjacent property from handgun prohibitions, allowing licensed handgun carriers to possess handguns in vehicle parking areas at government buildings, schools, and sporting venues if stored properly in locked vehicles.

Permits licensed handgun carry on private school property if the school's governing entity adopts a policy authorizing it, and provides liability immunity for schools adopting such policies except for gross negligence or willful misconduct.

Maintains prohibition on handgun carry at colleges, universities, and technology center schools except in vehicle parking areas with proper storage, areas authorized by institutional policy, or with written consent from the institution's president or administrator.

Reduces penalty for unlawful carry violation to a misdemeanor with fine not exceeding $250.00; exempts peace officers, judges listed with the Administrative Director of Courts, and private investigators with firearms authorization when acting in their official capacity.
