Allows restaurant owners and officers/directors/stockholders of restaurant corporations to become licensed bail bondsmen if alcoholic beverages represent no more than 50% of monthly gross sales and are lawfully sold incidental to food sales.

Prohibits licensed bondsmen holding ABLE Commission licenses or permits for alcohol sales from executing bondsman duties or maintaining a bondsman office on the premises of such establishments.

Excludes bail enforcers from the exception, meaning bail enforcers cannot hold both licenses regardless of the restaurant exception.

Authorizes the ABLE Commission to investigate eligibility for exceptions and notify the Insurance Commissioner of disqualifications, with authority to seek reimbursement for investigation costs and attorney fees if violations are found.

Permanently revokes bail bondsman licenses of persons found disqualified after investigation of violations, as ordered by the Insurance Commissioner; effective November 1, 2015.
