Amends 21 O.S. 2011, Section 1277 to modify places where valid handgun license holders cannot carry concealed or unconcealed handguns, including government buildings with security checkpoints, courthouses, prisons, jails, schools, sports arenas during professional events, and pari-mutuel wagering locations.

Allows handguns in vehicle parking areas at prohibited locations and excludes parks, recreational areas, and fairgrounds from handgun prohibitions, provided handguns remain stored in locked vehicles when left unattended on school property.

Permits concealed or unconcealed weapons on private school property if the governing entity adopts an authorizing policy, with liability immunity for the school except in cases of gross negligence or willful/wanton misconduct.

Prohibits handguns on college, university, or technology center school property except in vehicle parking areas (with handgun stored per law), areas authorized by institutional policy, or areas with written consent from the president or administrator.

Sets penalties for violations at a maximum fine of $250.00 for general offenses and up to $250.00 plus a 3-month license suspension for college/university violations; exempts peace officers, judges on the court list, and private investigators with firearms authorization.
