Senate Bill 110 Summary

• Requires State Registrar of Vital Statistics to provide electronic records of all births and paternity establishments to Department of Human Services monthly for administering child welfare, adoptions, child care, child support, and central paternity registry programs.

• Allows paternity information to be provided to Department of Human Services for child support enforcement purposes and permits amendment of birth certificates upon receipt of electronic records from Department of Human Services indicating paternity establishment.

• Expands conditions for amending birth certificates to include amendments based on electronic records from Department of Human Services showing acknowledgment of paternity or court-ordered paternity determinations.

• Requires Department of Human Services to protect the integrity of vital statistics records received from State Department of Health to the same extent required of the Health Department.

• Effective November 1, 2015.
