Increases the threshold for jury trial eligibility in municipal court appeals from fines exceeding $200 to fines exceeding $500, plus costs, fees, and assessments.

Allows defendants to appeal municipal court judgments to district court within 10 days by filing a notice of appeal, with trial de novo proceedings held in the appellate court.

Requires the municipal court judge to set bond within 10 days of conviction or appeal filing, with bond amounts between $100 and twice the fine amount.

Mandates the municipal court judge certify original case papers to the appellate court within 10 days, or the prosecuting attorney must do so within 20 days, with failure to comply resulting in possible dismissal of charges at the municipality's cost.

Became effective November 1, 2015.
