Senate Bill 113 Summary

• Amends Oklahoma election law to require special runoff primary elections for vacancies in State Senate and House of Representatives seats when a member's eligibility to serve expires.

• Establishes mandatory timeline for special elections in odd-numbered years: 3-day filing period (Monday-Wednesday), Special Primary Election at least 20 days after filing closes, Special Runoff Primary Election at least 20 days after Primary, and Special General Election at least 20 days after Runoff Primary.

• Requires Governor to issue proclamation at least 60 days before a member's eligibility expires in odd-numbered years and at least 10 days before the filing period begins.

• For vacancies in even-numbered years, special elections must follow the same dates as regular Primary, Runoff Primary, and General Elections when practicable, using the regular filing period prescribed in law.

• Takes effect November 1, 2015.
