Amends 47 O.S. 2011, Section 12-405 to regulate tire and wheel conditions for vehicles operating on Oklahoma highways.

Prohibits sale of unmounted tires with tread depth less than 2/32 inch or tires marked "Farm Implement Only," "Not for Highway Use," or similar designations indicating non-highway use.

Establishes minimum tread depth requirements: 2/32 inch for general vehicle operation and 4/32 inch for front steering axles of truck-tractors, with measurements taken at three equally spaced intervals excluding tread wear indicators.

Defines unsafe tires including those with exposed ply or cord, improper regrooving, bulges or bumps in tread or sidewall, and requires wheels to be uncracked and securely fastened with properly affixed lug nuts.

Takes effect November 1, 2015.
