Amends Oklahoma negligent homicide law to elevate the charge to a felony (punishable under manslaughter provisions of Sections 715 or 716 of Title 21) when a vehicle is operated at twice the posted speed limit or faster at the time of death.

Maintains misdemeanor classification with county jail time of up to one year or minimum fine of $1,000 for negligent homicide cases not involving excessive speeding.

Requires courts to order attendance at a driver improvement or defensive driving course for all negligent homicide convictions.

Doubles the fine amount if the convicted person had any traffic offense conviction within the three years immediately preceding the negligent homicide conviction.

Mandates the Commissioner of Public Safety revoke the driving license and any nonresident operating privileges of any person convicted of negligent homicide.

Effective date: November 1, 2015.
