Authorizes county boards of commissioners to implement a fee on residential electric consumers to fund emergency medical services, subject to majority vote approval.

Fee cannot be imposed on county residents within an existing emergency medical service district operated by another entity that currently charges a fee for services.

Retail electric service providers must collect the monthly fee and remit collected amounts to the County Treasurer, with one fee per separate address regardless of number of meters.

Retail electric providers are not required to prorate incomplete payments or collect delinquent fees, but may establish notification methods for nonpayment with county commissioners.

Legislation becomes effective January 1, 2016.
