Amends 21 O.S. 2011, Section 1301 to make it unlawful to wear a mask, hood, or covering that conceals identity during commission of a crime or for purposes of coercion, intimidation, or harassment.

Makes it unlawful to intentionally conceal identity in a public place by means of a robe, mask, or other disguise.

Exempts from the law Halloween pranks, masquerade parties, public parades or exhibitions, religious coverings, safety or medical purposes, weather protection, organization meetings held in private buildings, and performances by minstrel troupes, circuses, sporting groups, mascots, or dramatic shows.

Violation is a misdemeanor punishable by a fine of $50 to $500, imprisonment in county jail for up to one year, or both.

Declares an emergency, making the act effective immediately upon passage and approval.
