Amends salary schedules for Oklahoma State Bureau of Investigation (OSBI) employees effective January 1, 2013, with implementation date of July 1, 2015.

Deputy Director salary set at 95% of Director's salary; Division Director salary set at 90% of Director's salary.

Establishes minimum, mid-point, and maximum salary ranges for five agent and criminalist positions: Agent I ($40,778-$57,528), Agent II ($46,260-$65,885), Agent III ($51,980-$75,105), Agent IV ($60,615-$86,115), and Agent V ($66,386-$94,386).

Requires OSBI salaries to conform with the State of Oklahoma Total Remuneration Study of 2013 and other approved salary studies, subject to availability of funds; protects employees from receiving less than their December 31, 2006 salary.

Declares an emergency, making the act effective immediately upon passage and approval rather than on the standard July 1, 2015 effective date.
