Senate Bill 135 Summary

• Expands Council on Law Enforcement Education and Training (CLEET) jurisdiction to include Sections 3311 through 3311.14 and modifies CLEET Council composition and appointment procedures.

• Prohibits CLEET employees from involvement in canine team training or testing, establishes canine certification standards for drug and bomb detection dogs, and restricts dogs from being certified in both categories simultaneously.

• Modifies peace officer certification requirements including background checks, psychological evaluations, and adds mental health commitment reporting requirements to Department of Mental Health and Substance Abuse Services.

• Requires law enforcement agencies to report officer hiring, resignation, or termination within 10 days; establishes summary suspension authority for officers presenting danger; requires district attorneys to report guilty pleas or guilty findings for felonies and domestic violence within 10 days.

• Removes the "Beginning November 1, 2009" date requirement for reading/writing comprehension and physical agility testing for basic law enforcement academy admission, making these requirements permanent; effective November 1, 2015.
