Expands in-state tuition status eligibility to dependent children and spouses of military personnel serving on active duty for more than 30 days with Oklahoma as home of record, and includes military reserve members and those stationed in Oklahoma through military orders.

Establishes in-state status for veterans discharged or released within five years from at least 90 days of active duty service, and extends eligibility to their spouses and dependent children who file a letter of intent to establish Oklahoma residence.

Permits veterans receiving educational assistance under federal GI Bill provisions (Chapter 30 or 33, Title 38 of United States Code) and their family members entitled to related benefits to qualify for in-state status if enrolled within five years of discharge.

Students maintaining continuous enrollment at Oklahoma State System of Higher Education institutions retain in-state status even after the service member is discharged, the five-year eligibility window expires, or federal education benefits are exhausted.

Repeals prior resident tuition statute (Section 3242.3), directs Oklahoma State Regents for Higher Education to develop implementation policies, and becomes effective July 1, 2015, with emergency provisions for immediate implementation.
