Expands requirement for special elections to fill vacancies in any elective county office (previously limited to county commissioners) to be called by the Governor within 30 days of vacancy.

Exempts vacancies occurring in even-numbered years when the office term expires the following year; in such cases, the candidate elected in the next Primary or General Election shall be appointed by the Governor to fill the unexpired term.

Removes the appointment procedure for vacancies in elective county offices in counties with populations exceeding 600,000 according to the latest Federal Decennial Census, requiring special elections instead.

Deletes existing provisions allowing the board of county commissioners to fill most county office vacancies by appointment.

Becomes effective January 1, 2016.
