SB 140 Summary

• Amends the Anti-Drug Diversion Act to authorize designated legal, communications, and analytical employees of the Oklahoma Bureau of Narcotics and Dangerous Drugs Control to access central repository information for investigative purposes.

• Maintains confidentiality restrictions on central repository information, limiting access to certified peace officers, DEA personnel, state licensing boards, grand juries, and mental health/health department officials for specific purposes.

• Requires medical examiners to report decedent names and dates of birth to the Bureau upon completion of investigations determining death was caused by controlled substance overdose, whether intentional or unintentional.

• Establishes that the Bureau must maintain a database classifying medical practitioners who prescribed or authorized controlled dangerous substances in overdose deaths.

• Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
