SB 142 Summary

• Amends 62 O.S. 2011, Section 901 to add the Oklahoma Army and Air National Guard to the list of entities exempted from Long-Range Capital Planning Commission requirements for their lands, properties, buildings, funds, and revenue.

• The Long-Range Capital Planning Commission consists of 9 members appointed equally by the President Pro Tempore of the Senate, Speaker of the House, and Governor to advise the Legislature on state real property capital facility needs.

• The Commission prepares annual capital plan budgets and 8-year state capital plans submitted to the Governor and legislative leadership by December 1 each year.

• Exempts the Oklahoma Ordnance Works Authority, Commissioners of the Land Office, and the Oklahoma Army and Air National Guard from the capital planning requirements.

• Declares an emergency effective date to take effect upon passage and approval.
