Reauthorizes special license plates for Star Spencer High School, Lupus Awareness and Education, and Chiefs of Police, with modifications to their design and use effective November 1, 2015.

Modifies the Firefighter license plate design to feature "Oklahoma" in red and no more than three letters and three numbers in blue with a Firefighter Maltese Cross logo, with funds deposited to the Oklahoma State Firemen's Museum Building & Memorial Fund.

Creates two new special license plates: Oklahoma Educational Television Authority and Remembering Fallen Heroes (for Concerns of Police Survivors, Inc.).

Establishes the Oklahoma Concerns of Police Survivors License Plate Revolving Fund in the State Treasury, with $20 from each plate fee deposited to provide programs and services to surviving families of fallen Oklahoma law enforcement officers.

Becomes effective November 1, 2015.
