Exempts the Oklahoma School for the Blind and the Oklahoma School for the Deaf from the school grading system requirements under Oklahoma's accountability testing program.

School grades continue to be assigned on an A through F scale based on student performance on criterion-referenced tests, end-of-instruction tests, and various bonus point criteria including graduation rates and advanced coursework participation.

School grade calculation weighted at 50% whole school performance, 25% whole school growth, and 25% growth in the bottom quartile of students, with additional bonus points for high schools, middle schools, and elementary schools based on specific performance metrics.

State Department of Education must annually develop school site report cards for distribution to parents, including school grades, improvement ratings, ESEA compliance information, and return on investment indicators.

Effective date is July 1, 2015, with an emergency clause making the act effective upon passage and approval.
