Amends state property management law to exempt the Oklahoma School for the Blind and the Oklahoma School for the Deaf from Long-Range Capital Planning Commission requirements for leasing, purchasing, and transferring real property.

Adds the two schools to the list of entities not subject to state property management restrictions, joining the Oklahoma Ordnance Works Authority, Commissioners of the Land Office, Oklahoma Department of Transportation, and Oklahoma Turnpike Authority.

Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
