Creates Section 60.1 of Title 60 and Section 105.2A of Title 82 of the Oklahoma Statutes to establish that impounded water from natural sources is private property of the landowner.

Exempts impounded water from eminent domain seizure, notwithstanding existing provisions in Section 60 of Title 60 and Section 105.2 of Title 82.

Requires that impoundment cannot impair the water rights or property of adjacent landowners as a condition of the private property protection.

Declares an emergency, making the act effective immediately upon passage and approval.
