Creates the Oklahoma Health Care Cost Reduction and Transparency Act of 2015 requiring hospitals billing Medicaid to report pricing data beginning June 30, 2016, including uninsured charges, Medicaid reimbursement, and Medicare reimbursement for the 100 most frequent inpatient diagnostic-related groups.

Requires hospitals and ambulatory surgical facilities billing Medicaid to report total costs for the 100 most common surgical procedures and 50 most common imaging procedures beginning September 30, 2016, using standardized CPT and HCPCS codes.

Mandates the State Department of Health publish pricing information on its website and provide patient access to pricing data within three business days of request, while protecting proprietary information from commercial use.

Exempts facilities that do not accept Medicaid or Medicare funds from reporting requirements but allows voluntary submission; authorizes the State Commissioner of Health to suspend or revoke licenses for violations.

Directs the State Board of Health to promulgate rules by March 1, 2016, and June 1, 2016, to implement uniform reporting standards and requires the Department to provide hyperlinks to state and federal hospital quality information websites.
