Directs the State Board of Education to promulgate rules providing exemptions from mandated tests under the Oklahoma School Testing Program Act for students with the most significant cognitive disabilities (MSCD).

Exemptions apply to students with MSCD on an individualized education program (IEP) who are assessed through the Oklahoma Alternate Assessment Program (OAAP) and otherwise demonstrate satisfactory knowledge in the subject.

Requires the State Board of Education to consult with experts in the education and assessment of students with MSCD when developing the exemption rules.

Becomes effective July 1, 2015, and is codified as Section 1210.508-3 of Title 70 of the Oklahoma Statutes.

An emergency clause declares the act effective immediately upon passage and approval.
