Expands defendants' right to file written offers of judgment from "actions for recovery of money only" to all civil actions, with offers made more than 10 days before trial.

Increases acceptance period for offers of judgment from 5 days to 10 days after the offer is served.

For personal injury and wrongful death actions, applies cost and attorney fee sanctions only when plaintiff demands exceed $100,000 or defendant offers exceeds $100,000; plaintiff loses costs if judgment is less than defendant's offer.

For other civil actions, allows defendants to recover litigation costs and attorney fees when plaintiff's judgment is less than the defendant's offer, and allows plaintiffs to recover costs and fees when their judgment exceeds counteroffers.

Makes language gender neutral, updates procedural terminology, and applies only to civil actions filed after November 1, 2015.
