Amends Oklahoma law (21 O.S. 2011, Section 1290.10) governing mandatory preclusions for handgun license eligibility under the Oklahoma Self-Defense Act.

Establishes a 10-year preclusive period from date of sentence completion for misdemeanor convictions related to illegal drug use or possession, during which individuals are ineligible for handgun licenses.

Defines "date of completion of a sentence" as the day an offender completes all incarceration, probation, and parole pertaining to such sentence.

Maintains existing disqualifications for handgun license eligibility, including felony convictions, mental health adjudications, domestic abuse violations, assault convictions, and other specified offenses.

Takes effect November 1, 2015.
