Designates water originating from natural springs with points of origin on a landowner's property as private property rights of that landowner.

Exempts such spring water from public appropriation and eminent domain laws, notwithstanding existing provisions in Oklahoma Statutes Title 60, Section 60 and Title 82, Section 105.2.

Creates two new statutory sections: Section 60.1 of Title 60 and Section 105.2A of Title 82 to codify these provisions.

Declares an emergency, making the act effective immediately upon passage and approval.
