Amends Oklahoma Statutes Section 1321 to require the Office of Management and Enterprise Services to establish health plan rates and benefits that incentivize participants to use providers with transparent web-based pricing platforms.

Sets premium determination deadlines: no later than the third Friday of August for health maintenance organizations and the fourth Friday of September for all other covered members and dependents.

Permits mid-year rate adjustments only when substantiated by actuarial determination or current experience rating, with publication requirements limited to those under the Oklahoma Open Meeting Act.

Creates new statute Section 1324.1 prohibiting reimbursement to participating health care providers that exceeds the service amount when costs can be reasonably ascertained from the provider's web-based transparent pricing rate sheet.

Becomes effective November 1, 2015.
