Amends the Oklahoma Higher Learning Access Program (OHLAP) to modify income eligibility requirements for program participation and financial need determination.

Restores the income cap threshold at Fifty Thousand Dollars ($50,000.00) per year when students apply during grades 8-10, rejecting a proposed increase to Fifty-five Thousand Dollars ($55,000.00).

Changes income calculation methodology from "income from taxable and nontaxable sources" to "federal adjusted gross income" for determining financial need eligibility.

Maintains the One Hundred Thousand Dollars ($100,000.00) per year income threshold for students beginning postsecondary education and establishes higher thresholds ($150,000 to $200,000) for adopted students.

Effective date set for July 1, 2015, with emergency clause declaring immediate effect upon passage and approval.
