Senate Bill 178 - Summary

• Expands prohibition on minors under 21 years old to include all intoxicating beverages, not just low-point beer, regarding consumption, possession with intent to consume, and purchase.

• Establishes penalties: first offense up to $300 fine or 30 hours community service; second offense up to $600 fine or 60 hours community service; third offense up to $900 fine or 90 hours community service, with driver license revocation or ineligibility per Title 47, Section 6-107.1.

• Requires minors convicted of violations to undergo alcohol abuse assessment and may require court-ordered treatment as appropriate.

• Prohibits persons under 21 from entering or remaining in separate bar areas whose main purpose is selling or serving intoxicating beverages, with exemptions for establishments open only to ages 18+, service/fraternal organizations exempt under Internal Revenue Code, and public events at state facilities.

• Becomes effective November 1, 2015.
