Increases the minimum school year requirement from 180 days or 1,080 hours to 181 days or 1,086 hours, contingent on legislative appropriation of state funds.

Allows school districts to count no more than 30 hours per year of professional meetings toward the required instructional time, and permits parent-teacher conferences to count as up to 6 hours per semester (12 hours annually).

Authorizes extended-day schedules for grades 9-12 that meet minimum hour/day requirements while allowing one day per week with a minimum of 5 hours of academic instruction, subject to public hearing and annual reporting on student achievement impacts.

Permits school districts to count classroom instruction time incurred before school closure due to inclement weather toward the annual hour requirement when using the hours-based option.

Becomes effective July 1, 2015, with implementation of increased requirements dependent on state appropriations for that specific purpose.
