Creates a task force operating until December 31, 2015, to study school administrative costs, identify efficiencies, and develop recommendations for directing savings toward classrooms.

Task force consists of 13 members: three appointed by the Governor, three by the Senate President Pro Tempore, three by the House Speaker, two school district employees from districts with 1,000+ average daily membership, and two from districts with fewer than 1,000 members.

Governor selects the task force chair; seven members constitute a quorum for final actions; meetings subject to Oklahoma Open Meeting Act.

Members receive no compensation or travel reimbursement; State Department of Education and legislature provide staff support.

Task force must submit findings and recommendations report by November 30, 2015, to the Governor and legislative leadership; act becomes effective July 1, 2015.
