Defines "fringe benefits" as retirement benefits excluding certain contributions and flexible benefit allowances, which can be counted toward the minimum salary requirement.

Requires State Board of Education to accept teaching experience from out-of-state accredited school districts and limits credit for military service and out-of-state teaching experience to a maximum of 5 years for state salary purposes.

Directs State Board of Education to recognize all years of experience for certified teachers in Department of Corrections educational programs, vocational rehabilitation counselors, and certified school psychologists meeting specified criteria.

Excludes retired teachers who are in postretirement employment from minimum salary schedule provisions and becomes effective July 1, 2015.
