Oklahoma Performance Informed Budget and Transparency Act of 2015

• Requires state agencies to submit itemized budget requests by October 1 each year using performance-informed (zero-based) budgeting techniques to the Director of the Office of Management and Enterprise Services and the Legislative Oversight Committee on State Budget Performance.

• Mandates budget requests include analysis of existing and proposed programs, quantified objectives, program outcomes measuring efficiency and effectiveness, personnel requirements, revenue projections, and detailed listings of employees and resources dedicated to financial services.

• Establishes that the Legislative Oversight Committee on State Budget Performance shall review strategic plans and existing programs for each agency a minimum of once every four years and issue evaluation reports addressing agency necessity, performance, and appropriateness as service provider.

• Modifies the Oklahoma Sunset Law to require statutory entities under sunset review to provide performance-informed operating budget reviews and analysis to House and Senate sunset committees as part of establishing continued public need.

• Effective July 1, 2015, with emergency clause for immediate implementation.
